Reform capital taxes instead of introducing an annual wealth tax

Do not add a recurring net-wealth tax; improve taxes on capital income, gains, inheritances and property instead.

Reconstruction: prioritise reform of taxes on returns, transfers and uses of wealth rather than a recurring tax on the stock of net wealth. Bring capital gains and income into a more coherent system, reduce poorly targeted inheritance-tax reliefs and reform property taxation.

Caveat: this is an IFS-style synthesis, not a proposal submitted to d’Hive by IFS. Precise rates require separate choices.
